From Ground to Finish Line

New construction plumbing happens in three distinct phases, each requiring its own permit, inspection, and set of skills. 4L Contracting handles all three so your project stays on one schedule with one point of contact. If you are building a house rather than a commercial project, see new home plumbing.

Underground Rough-In

Before the slab is poured, every drain, waste, and vent line must be laid out and inspected. Our crews set the underground rough-in to the approved plan and slope all drain lines to code. We coordinate the sewer and water tie-ins, so the city inspector signs off before concrete goes down. Getting this phase right protects every phase that follows.

  • Drain, waste, and vent layout under slab
  • Sewer lateral tie-in to city main or septic system
  • Water service line from meter to building
  • Gas line stub-outs per architectural plan
  • Pre-pour inspection coordination with city

Top-Out (Rough-In Above Slab)

Once the framing is up, we run all the water supply lines, drain lines and vent stacks. They go through the walls and ceilings to their final locations. Tubs and shower pans are set. Every penetration is sleeved and fire-stopped where required. We schedule the rough-in inspection so your general contractor can close the walls on schedule.

  • Water supply lines to each fixture location
  • Drain and vent lines through framing
  • Tub and shower pan set and leak-tested
  • Laundry, dishwasher, and ice-maker stubs
  • Rough-in inspection with city or county

Final Trim and Fixture Set

After drywall, paint, and tile are complete, we return for the final trim. We set every toilet, sink, faucet, shower valve, water heater, and appliance connection. All fixtures are tested for leaks and full flow before we call for the final inspection. We do not leave until everything passes. Trim is also where the supply stops and the connectors go on. A fixture the finish schedule changed late gets caught here rather than after handover.

  • Toilet, sink, and faucet installation
  • Shower and tub valve trim and testing
  • Water heater installation and startup
  • Dishwasher and refrigerator connections
  • Final plumbing inspection coordination

Copper, PEX, and CPVC

The right pipe material depends on the application, the local water quality, the budget, and the building code requirements. We carry all three and will recommend the best option for your project. Every material we install meets current Texas state plumbing code.

Brazos Valley’s water supply tends to be hard and mineral-rich. We account for that when selecting materials and fittings so your systems do not scale prematurely or fail early at connections.

Copper, Long-Term Reliability

Best for Water service lines, high-temperature applications, upscale residential

Copper pipe has a proven track record in Texas residential and commercial construction. It resists bacteria, handles high temperatures, and lasts the life of the building when installed correctly. We use copper for water service lines and supply runs where longevity is the top priority.

PEX, Flexible and Fast

Best for Interior supply distribution, multi-family, tenant build-out

Cross-linked polyethylene tubing is now the most common supply material in new Texas construction. PEX is flexible, freeze-resistant compared to rigid pipe, and faster to run through framing. We use PEX-A and PEX-B for supply distribution throughout the home or building. It meets all Texas building codes.

CPVC, Chemical and Heat Resistant

Best for Commercial hot water lines, laundry and kitchen facilities

Chlorinated PVC handles hot water lines and is a strong option in commercial settings where chemical resistance matters. CPVC is code-approved in Texas and performs well in the hot climate conditions common to Brazos Valley. We use it in commercial kitchens, laundry facilities, and industrial applications.

What our customers say

  • Found late Friday evening that I did not have hot water, and it was the weekend... YIKES!! Contacted 4L Contracting LLC; they came out within a couple of hours and had me working in a short time. Lee went above and beyond, letting me know about other problems identified in my attic, a problem with my chimney, and a heating vent installation problem. After he left, I found a water leak in the laundry room ceiling. He turned around and came back to my house. He found the air conditioning drain pipe was backed up. He blew it out the drain pipe, preventing a big disaster. So appreciate his thoroughness and helping me on a Friday after-hours house call. He definitely went above and beyond.

  • Water Softener installation Completed! Just wanted to give a shout out to Kurt and Lane on their outstanding customer service today. I hired 4L Contracting LLC to install a water softener in our home. After finding out the water softener I had purchased was missing parts, the job was rescheduled for Monday. I was able to return the water softener and get a replacement fairly quick. So I sent a text to Kurt, letting him know I had done so. He informed me they were nearby and could do the job in about 30 minutes if I could meet them back at my home. I hurried home and in about 2 hours the job was completed. Tonight my wife and I shall enjoy a soft water shower!

Permit-Ready Plans and Builder Coordination

Builders and general contractors need a plumbing sub that shows up on schedule. One that pulls its own permits, passes inspections the first time, and communicates clearly. That is how 4L Contracting works.

Permit-Ready Plans

We review the architectural drawings, prepare the plumbing plan, and submit to the city or county building department. We know the College Station, Bryan, and Brazos County permit offices and understand what each jurisdiction requires. Your project does not stall waiting on a re-submittal.

  • Plan review and plumbing drawing prep
  • Permit application and submittal
  • City and county coordination
  • Re-inspection follow-through until passed

We have worked as a subcontractor alongside general contractors building single-family homes, multi-family developments, and commercial shells across Brazos Valley, with more than 50 years of combined experience. • Phase scheduling around your critical path
  • Direct communication with the GC and super
  • Written scopes and change order process
  • Same pricing in writing before work starts

Commercial and Tenant Build-Out

From ground-up commercial shells to tenant improvements inside an existing building, we handle the full plumbing scope.
